allowance was not made for the expansion necessary for the

efficient policing of the Colony the urban areas of which are

growing at the rate of some thousand new buildings per annum - an increase that was scarcely anticipated.

I therefore request authority to proceed with the

recruitment of the additional police required as set out in

the enclosure to this despatch and to approach the Legislative

Council for a vote of the necessary funds.
